Just a quick tip - have a look on this site:
They offer a free cat care email course as well as an ebook about all cat care related topics. I've bought it and there you get an answer on almost every question.

are you sure its pus because pus wouldn't usually be red. it can be creamy-red though.

well some cats eyes water, which is natural... the reddish brown liquid accumulates in the corners of the eyes and hardens. it can be easily wiped out with a damp towel...

spare yourself embarrassment and before calling the concerned people talk to your neighbor. I'm sure if they r cat owners they would be kind enough to listen to your concerns politely.

Call the animal cruelty prevention people in your area and report cruelty and failure to get vet care on the owner. They will take the cat away and get it treated.

Well you can always call animal control anonymously, and report an animal that is not being properly cared for or mistreated. Then they can come over and decide for themselves if the cat is in need of medical attention immediately. Pus coming out of the eye is a sign of an infection and if not treated properly the cat can go blind.

If is just an infection, you can pick up terramycin ointment at a feed store. Apply a small amount 2 times a day. This is great stuff. I use it on my dogs and cats.

Examine the cat's eye closely for signs of an ulcer if you get the chance. Cat flu can cause eye damage, and the ulcers can lead to the loss of the eye. If the owner is not up on cat care, the cat may not have been vaccinated.

If you see any signs of an ulcer, I recommend cat-napping the kitty, and taking him or her to the vet yourself. If you can't afford that, take him to a shelter, and claim he's a stray you've been feeding, but you can't afford the vet bills - could they please check his eye.

well, talk to the owner see if you can convince him or her. im sorry but if the owner isnt providing vet care if he or she wont take the animal to the vet, contact your local athoretys. it is not right to have a pet if you refuse to take care of it
