Really what you need to do is start putting everything in his room (or wherever he spends the most time) and let the litter box get really messy. It will smell awful and he'll have no choice but to clean it. As for making him feed the cat...you may have to spot him on it until he learns to start caring for her for rizzle. Are his clothes all over the floor, toys..books..games..etc scattered around, bed unmade? Unless he's a neater boy than most, these things are "typical" boy behavior, so you may not be able to convince him to "take care" of his cat, either! Right now, he's probably more interested in playing.....baseball, soccer, basketball, video games, etc.....with the other boys, and doesn't even THINK about what needs to be done for "his" cat. You and your mom can tell him that the cat is going to have to be given to someone who WILL take care of it, or just realize that the "women in the family" are the caretakers, and just accept it!
